Heaven's Rod combines high luck with documented 0.2 control and a chance to apply the valuable Heavenly mutation. That profile supports a player who wants a forgiving catch bar and a money-focused passive while working through the crystal-vault route.

The unlock is self-contained but preparation-heavy: reach level 220, collect the Red, Blue, Yellow, and Green Energy Crystals, solve the Glacial Grotto vault, and bring 1,750,000 C$. Its drawback is lure speed, so the rod is not automatically the fastest choice for every farming loop.

Choose Heaven's when missed catches are expensive, you value mutation income, or you have already finished most of the crystal work.

Choose Great Rod of Oscar for XP

Great Rod of Oscar is the more direct leveling tool. Its documented 1.35x XP multiplier and progress-speed bonus support accounts trying to move through later level gates. That strength comes with less control and resilience, so it rewards a player who can land catches consistently.

The current route starts with Dead Man Joe, sends you to Grand Reef for Oscar's Amulet, and uses the equipped amulet to pass the underwater barrier to Oscar's Locker. The current listed requirements are level 250 and 2,500,000 C$, but old Sea 2 guides and older prices remain online.

Choose Oscar when XP is the bottleneck, the amulet quest is already open, and the harder catch feel will not erase the speed advantage.

Which One Should You Buy First?

Use your current state rather than a permanent tier list:

  1. Below level 220: neither purchase is ready; keep progressing.
  2. Level 220–249 with all four crystals: Heaven's is the available target.
  3. Level 250+ and losing difficult catches: Heaven's can still be the better practical tool.
  4. Level 250+ with clean catches and an XP goal: Oscar has the clearer purpose.
  5. Short on money: compare the remaining route work as well as the price difference before grinding.
